DBA's Policy Radar for August

Budget: The June 30 deadline to pass a new state budget has come and gone, therefore the state will be operating at funding levels under the current budget until a new one is signed. The main sticking point is transportation funding. The Assembly and Governor Walker reached an agreement in mid-July to pull back some property tax cuts in order to reduce the level of bonding. The Senate did not support the proposal. The saga continues to revolve around reaching an agreement on new revenue and the level of bonding for our transportation projects. Leaders are concerned that if the stalemate continues much longer, the more likely ongoing projects will be delayed.
 
ATCP 51: A draft rule revision on the state’s siting law has been released. The agency first took public comments on the potential economic impact of the changes. In July, the DATCP board decided to table the rule until agency staff and stakeholders can consider how these changes to the siting laws affect livestock farmers.

VTAs
: The DNR continues to work on a guidance document regarding the use of vegetative treatment areas for treating run-off on dairy farms. As new appointments at the Environmental Protection Agency are made under the Trump administration, we hope to see EPA relieve the pressure on DNR so things move toward a more certain regulatory environment.
