Budget: At the time of this newsletter, Wisconsin still did not have a state budget. After missing the deadline, negotiations stalled as the governor, Assembly and Senate could not agree on an acceptable level of bonding to fund transportation projects. The Legislature has resumed work and hopes to finish in September.
REINS Act: Gov. Walker signed SB 15 forcing state agencies to take additional steps and meet higher standards to approve new rules. The law will force the Department of Administration to vet a proposed rules scope statement before the governor’s review. Additionally, if the estimated cost of compliance to businesses in the state exceeds $10 million, the rule cannot move forward without authorization from the Legislature.
Administrative rule revisions: Language in both ATCP 51 and NR 151 is currently undergoing rule revisions. The current proposed language for NR 151 creates targeted performance standards for different soil depths in the eastern part of Wisconsin. The rule must be approved by Natural Resources Board before the public hearing process can begin. Proposed ATCP 51 language is being reworked by department staff before it goes to the board for further discussion.
