State budget: Gov. Scott Walker signed the $76 billion budget in September. The road-funding plan borrows roughly $402 million for roads and raise fees for electric and hybrid vehicles but does not increase the gas tax or study an option for tolling. The plan does include a significant local road aid component.
Department turnover: In September, DNR Secretary Cathy Stepp resigned from her postto become regional deputyadministrator with EPA Region 7. Walker appointed former legislator Dan Meyer to take her place. Also last month,David Ross,Wisconsin assistant attorney general and director of the Environmental Protection Unit for the state Department of Justice, was nominated asassistant administrator for the EPA’s Office of Water.
NR 151: The rule revision creates targeted performance standards for the eastern side of the state, particularly in areas with Silurian dolomite. In September, the DNR held public hearings on the rule and solicited written comments through Oct. 4.DBA was represented at the public hearings and submitted comments on the proposed rule advocating practicability of any new performance standards DNR implements.
